FBR PL07 : 1st open call for FBR projects

nnounces the 1st open call for Bilateral Relations Fund projects
for the amount of 902 000 PLN i.e. 217 753 EUR

1.     Aim of the Grants from the fund for bilateral relations for potential and actual Project Promoters
Bilateral Fund is designed for potential and actual Project Promoters to facilitate the development of partnerships, as well as networking, exchange, sharing and transfer of knowledge, technology, experience and best practices between project promoters and entities in donor states.
Activities undertaken under the Fund must be in line with the aim of the Programme PL07, ie. Improvement of public health and reducing social inequalities.
 
2.      Applicants
All Polish public and private bodies as well as non-governmental organisations constituted as legal entities and operating in the public interest are eligible applicants, including as follows:
·         Public and non-public health care institutions providing health services financed from public funds and their founding institutions including:
o        public health care institutions transformed into capital companies providing health services financed from public funds;
·         research institutions functioning in the health care system;
·         medical universities or public universities conducting didactic and research activity in the medical science;
·         long term care centers financed from public funds and their founding institutions;
·         Non-Governmental Organisations operating in the health care field.
The applicants for whom the assistance would constitute the forbidden state aid will be rejected during the formal assessment.
Entities providing health care services are entitled to apply under the condition that they operate in the public health care system i.e. services provided by them are contracted with the National Health Fund (NFZ) or financed from other system of public medical services. Long term care centres are required to operate within the public welfare system.
 
3. Project Partners from Donor-States
The entities from Donor states can participate in bilateral relation fund project as project partners. Eligible project partners from Donor-States are all public and private bodies as well as non-governmental organisations constituted as legal entities and operating in the public interest in the field of health.
 
4. The amount of financial means for the co-financing of the Bilateral relations Fund projects
The total allocation available within the Grant (EEA FM, NFM 2009-2014 and Programme Operator contribution) for the 1st open call is PLN 902 000  i.e. EUR 217 753.
Contribution of the Project Promoters is: at least 10% of the total project eligible costs –NGOs – and 15% - other project promoters.
 
5. Grant-rate and co-financing
Grants from the fund for bilateral relations will be up to:
a)      85% of the total eligible costs for eligible applicants submitted applications with exception for non-governmental organisations,
b)      90% of the total eligible costs for bilateral relation fund project submitted by non-governmental organisations on a non-profit basis.
Grants from the fund for bilateral relations will not exceed 192 616,95 PLN ie. EUR 46,500.
The assistance will be granted in PLN.
 
6. Special rules on eligibility of expenditures
Eligible costs are laid down in article 7.7 of Regulations with exception of art. 7.7 point d) and g).
 
Final date of eligibility of the Bilateral Relations Fund projects approved within the 1st open call is 30.04.2014.
 
7. Selection procedures and criteria
 
The applicants may submit the applications until all the money from the fund dedicated for a given year is allocated, but no later than till 30.11. 2013.

¨       Does the amount of the grant requested comply with the ceilings of possible funding?
¨       Do the maximum cost of the bilateral relation fund project and the total cost of activities not exceed the limits set out in the document Guidelines for Fund for Bilateral Relations at the Operational Programme level PL07?
¨       Are all planned costs and activities eligible for funding according to article 7.7 of the Regulation?
 
8. Payment system
Within the payment system, the Project Promoters submit to the Programme Operator Interim reports (:reporting periods: January – April; May – August; September – December)
The Programme Operator does not foresee any payments in form of advance payment.
 
9. Date, place and way of submitting the Bilateral Relation Fund applications
The call for proposals takes place from 28.06.2013 till 30.11.2013 till 16:15 or until all the money from the fund dedicated for a given year will is allocated.
