1.     Who can be applicant for the Fund for Bilateral Relations?
The eligible applicants for Bilateral Fund are all actual and potential project promoters of the PL07 “Development and better adaptation of health care to demographic and epidemiological trends” programme. Projects can be implemented by project promoters of PL07, as well as potential project promoters.
All Polish public and private bodies, as well as non-governmental organisations constituted as legal entities and operating in the public interest are eligible applicants, including as follows:
·         Public and non-public health care institutions providing health services financed from public funds and their founding institutions;
o    public health care institutions transformed into capital companies providing health services financed from public funds;
·         research institutions functioning in the health care system;
·         medical universities or public universities conducting didactic and research activity in the medical science;
·         long term care centres financed from public funds and their founding institutions;
·         Non-Governmental Organisations operating in the health care field.
 
2.     Who can be FBR project partner?
Eligible project partners from Donor-States are all public and private bodies as well as non-governmental organisations constituted as legal entities and operating in the public interest in the field of health.
 
 
PL13
1.     Who can be applicant in the Fund for Bilateral Relations?
From the Bilateral Relations Fund the following entities can benefit:
·         Department of Health Insurance within the Ministry of Health – for the bilateral projects implemented in partnership with Norwegian Entities, especially with Norwegian Directorate of Health
·         Project promoters and potential project promoters of the Programme PL13
 
2.     Who can be FBR project partner?
Eligible project partners from Norway are primarily Norwegian municipalities, but also other entities with relevant added value interest and qualifications.
 
PL07 and PL13
 
1.     What kind of costs are eligible in Bilateral Fund?
 
Bilateral Fund is designed for potential and actual project promoters of the programmes to facilitate the development of partnerships, as well as networking, exchange, sharing and transfer of knowledge, technology, experience and best practices between beneficiaries and entities in Donor States.
 
These eligible cost are following:
·         fees and travel costs for participation in conferences, seminars, courses, meetings and workshops;
·         travel costs for study trips;
·         travel and salary costs for visits by experts;
·         costs of conferences, seminars, courses, meetings and workshops;
·         promotional and information activities;
·         purchase of data necessary for the preparation of the application; and
 

·         external consultancy fees.
